We think the Lance pin is for GOP candidate Wesley L. Lance.

Lance was a member of New Jersey state house of assembly from
Hunterdon County, 1938-41 and then a member of New Jersey
state senate from Hunterdon County, 1942-43, 1954-61.
The interesting story is that Mildred Preen at age 22  became the
youngest to be elected when she defeated GOP candidate Chester D. Schomp!
She issued this button which is mentioned in the newspaper article,
and explains the 10-25 meaning on the pin.
